Public Education Facility Planning

The Office of the Deputy Mayor for Education (DME) serves as a coordinator for public school facilities planning in collaboration with District of Columbia Public Schools (DCPS), public charter schools, and other agency partners. DCPS currently operates in approximately 115 buildings, and public charter schools operate in approximately 112 buildings across the District (including colocations). Given the broad scope of public education facilities needs in Washington, DC, the DME works to develop a school facilities plan and a clear set of policies to guide the District’s goal to provide high quality educational facilities across the city.

DC Public Education Master Facilities Plan 2023 

The Office of the Deputy Mayor for Education (DME) is in the process of developing the DC Public Education Master Facilities Plan 2023 (MFP 2023), a forward-looking, comprehensive plan that will provide the city, school leaders, stakeholders, and the community with the roadmap needed to support current and future school facilities planning in Washington, DC. More details about MFP 2023 can be found here.  

2022 Master Facilities Plan Supplement

In February 2023, the Office of the Deputy Mayor for Education (DME) released the 2022 Master Facilities Plan (MFP) Annual Supplement, pursuant to D.C. Official Code § 38-2803, in partnership with the District of Columbia Public Schools (DCPS), the DC Public Charter School Board (PCSB), the Office of the State Superintendent (OSSE), and the Department of General Services (DGS). The 2022 MFP Supplement provides information for DCPS and DC public charter schools regarding SY2021-22 enrollment, facility capacity and utilization, plans for DCPS facilities that are under- or over-utilized, and DCPS facility classification.

On December 21, 2021, the Office of the Deputy Mayor for Education (DME) released the 2021 Master Facilities Plan (MFP) Annual Supplement, pursuant to D.C. Official Code § 38-2803, in partnership with the District of Columbia Public Schools (DCPS), the DC Public Charter School Board (PCSB), the Office of the State Superintendent (OSSE), and the Department of General Services (DGS). 2019 Master Facilities Plan Supplement

On December 18, 2019, the Office of the Deputy Mayor for Education (DME) released the 2019 Master Facilities Plan (MFP) Annual Supplement, pursuant to D.C. Official Code § 38-2803, in partnership with the District of Columbia Public Schools (DCPS), the DC Public Charter School Board (PCSB), the Office of the State Superintendent (OSSE), and the Department of General Services (DGS). The 2019 MFP Annual Supplement builds upon the data provided in the 2018 MFP, containing updated information on facilities conditions, facility capacity and utilization, school-level enrollment, future enrollment projections, facility needs, DCPS building classifications, and building utilization plans.

DC Public Education Master Facilities Plan 2018

The Office of the Deputy Mayor for Education (DME) developed the DC Public Education Master Facilities Plan 2018 (MFP), a forward-looking, comprehensive study that provides the city, school leaders, stakeholders, and the community with the information needed to support current and future school facilities planning in Washington, DC. The DME contracted with AECOM, an organization with nationwide public education facilities planning experience, to produce the MFP. The MFP 2018 report and appendices are available here.

2016 Master Facilities Plan Supplement

On July 31, 2017, the Office of the Deputy Mayor for Education (DME) released the 2016 Master Facilities Plan (MFP) Annual Supplement, pursuant to D.C. Official Code § 38-2803, in partnership with the District of Columbia Public Schools (DCPS), the DC Public Charter School Board (PCSB), the Office of the State Superintendent (OSSE), and the Department of General Services (DGS). The 2016 MFP Supplement provides information for DCPS and DC public charter schools regarding the following:

  • Current enrollment and enrollment projections for DCPS and public charter schools;
  • Facility capacity and utilization, and plans for DCPS facilities that are under- or over-utilized;
  • Facility conditions and needs for both DCPS and public charter schools;
  • DCPS modernization status;
  • DCPS facility classification; and
  • DCPS vacant facility information.

Residents can use the 2016 MFP Supplement as a data resource and to learn more about the proactive steps the District is taking to alleviate overcrowding in schools as well as to increase enrollment in schools that are not being utilized to their optimal capacity. The 2016 MFP Supplement also describes the availability of and future plans for vacant DCPS facilities, including their use as swing space during school modernizations. As a complement to the 2016 MFP Supplement, residents can also access a map that shows the location and stage of modernizations for DCPS facilities.

In 2018, DME will release the 10-year Master Facilities Plan. The 10-year MFP provides an opportunity to inform strategic, long-term planning for DCPS and public charter school facilities. The MFP will include up-to-date school facility conditions, enrollment growth projections, and long-term facilities maintenance plans.

SY 15-16 MFP Annual Supplement

Pursuant to DC Code Section § 38-2803 the Office of the Deputy Mayor for Education is required to prepare an annual supplement to the Master Facilities Plan. The 2015 Annual Supplement to the Master Facilities Plan includes all Local Education Agencies in the District of Columbia; in both DCPS and DC public charter school sectors. The 2015 Annual Supplement relied on key contributions from and collaboration with DC Public School (DCPS), the DC Public Charter School Board (DC PCSB), the Department of General Services (DGS) and the Office of the State Superintendent of Education (OSSE) for its completion. The resulting report gives a broad overview of public school facilities and the usage thereof in school year 2015-16.

The 2015 Annual Supplement includes the following public school facility data:

  • Facility capacity and utilization,
  • Facility conditions,
  • Facility needs,
  • Public school enrollments and enrollment projections,
  • DCPS facility designations (current status for how the building is being used), and
  • DCPS education plans for buildings categorized as under-utilized or over-utilized.

Reuse of Vacant School Facilities

DME works closely with DCPS and DGS to keep school buildings active.  For school buildings that are no longer needed for DCPS, DME establishes a Request for Offer (RFO) process whereby public charter schools and charter school incubators can submit proposals for vacant properties.  DME leads the school reuse process in partnership with DGS, including community outreach, solicitation, evaluation, and disposition of excess/ surplus buildings to ensure that new uses of vacant buildings are compatible with policy priorities.
