In SY18-19, more than 2,500 unfilled seats were in 4 and 5 STAR rated schools. Of those, 81% were in elementary or primary education campuses. Nearly 1,700 of all 4 and 5 STAR unfilled seats were located in Wards 1, 4, and 5.
